The activities of the group led to the formation of the Volga-Dnepr company in the city of Ulyanovsk in 1990.
From the outset of Volga-Dnepr’s operations, Alexey Isaikin has been the head of the enterprise, holding the posts of Chairman of the Board of Volga-Dnepr Joint-Venture, Executive Director and General Director. Since 2002, he has been the President of Volga-Dnepr Group.

He graduated from the Lomonosov Moscow State University in 1976, his specialization was “historian, teacher of history and social science with knowledge of foreign language”. In 1997 he graduated from the All-Russian State Distance-Learning Institute of Finance and Economics with specialization of “economist”. Mr. Klimenko is a candidate of historical science.
Mr. Klimenko held positions of Director General of the LLP Information Sociological Agency, Director General of “MSU Analytic Center”, Assistant to the member of the Federal Assembly M.Luzhkov, Deputy Head of Domestic Policy Department of the Administration of the President of the Russian Federation, Deputy Head of Administration of the Irkutsk Region.

Graduated from the Faculty of Navigation of the Leningrad Higher Marine Engineering College named after Admiral Makarov with the captain diploma.
Upon graduation for 10 years worked on the ships of the Baltic Shipping Company as a skipper and finished his career of a sailor in 1990. In the mid 80's he gathered a group of like-minded scientists, programmers and sailors from Baltic Shipping Company, and began development of software for maritime transport and aviation. In 1992 the first representation of «Transas» abroad was established, and N. Lebedev became president of the group of companies of the same name. His credibility, technical and professional expertise, and management skills allowed «Transas» to win and maintain its leadership positions in electronics and software for the transport industry not only in Russia but also on the international market.

Igor LEVITIN
Transport Minister of the Russian Federation

Graduated from the Leningrad Frunze Railway Troops Institute in 1973, and then got a master degree from the Military Academy of Logistics and Transportation in 1983, qualified as a railway transport engineer.
In 1970 joined the Soviet Army, and from 1973 to 1976 served at the Transdniestrian Railway in the Odessa military district. From 1976 to 1980 was an officer of the Southern Group of Soviet Forces in Hungary.
From 1983 to 1985 Igor was in charge of the military commandant’s office at the Urgal rail line section and station of the Baikal-Amur railway, participating in the construction of the Gold Link junction. From 1985 to 1994 worked for the Moscow Railway as a military commandant of a rail line and then deputy Commander of the Military Railway Transport.
From 1996 to 2004 was employed by Severstaltrans, where majored in internal and foreign transportation by rail, sea, river and road. From 1998 to 2004 Mr Levitin was deputy CEO of the company, responsible for transport machine engineering, railway and seaport operations.
He was a member of the Public Council under the Russian government’s commission for the railway reform.
On March 9, 2004 Mr. Levitin was appointed the Minister of Transport of Russia.

In 1984 he graduated from the he Bauman MHTS (Moscow Higher Technical School), presently the Bauman MSTU (Moscow State Technical University). After his graduation he worked in engineering and management positions in the civil aviation enterprises, the State Commission for Supervision of safety of aviation (Gosavianadzor), the Interstate Aviation Committee (IAC), in the federal civil aviation authorities. Since 1997 was heading the Office of State oversight over safety in aviation by the Federal Aviation Service of Russia and the Federal Service of Air Transport of Russia. He specialized in the field of improvement of flight and technical management of aircraft safety. From August 2000 to March 2004 - First Deputy Minister of Transport of Russia, head of the State Civil Aviation Service, which included, inter alia, structural units such as the Office of the State oversight over safety of aviation, the Department of Flight Standards, Department for Maintaining airworthiness of civil aircrafts and technical development of the Civil Aviation, the Department of state regulation of air traffic management, airport management activities, the Office of licensing and regulation of transport, works and services, etc. From March 2004 to October 2005 - Head of the Federal Service for Transport Supervision. By the Federal Government Regulation as of 04.10.05 appointed head of the Federal Air Navigation Service.

From 1991 and up to the election to the State Duma of RF - CEO, vice-president, president of the International Fund for economic and social reform (the fund «Reform»). In April 1996, established and headed the Socialist People's Party of Russia (SNPR). In June 1996, ran for Presidency of Russia. On 19 December 1999 was elected to the State Duma. Until April 2002, acted as deputy chairman of the Committee on Credit Organizations and Financial Markets, then – held the post of chairman of the Committee on Industry, Construction and High Technology. In December 2003 he was elected to the State Duma of the fourth convocation for the Istra single-mandate district. At the present time - Chairman of the State Duma Committee on Construction and Land Relations.
Member of the Supreme Council of the «Edinaya Rossiya (United Russia)» Party. Member of the Presidential Council for Priority National Projects and Demographic Policy.
He was awarded the Order of Merit for the Fatherland IV degree, the Medal of the Order of Friendship «In commemoration of the 850 anniversary of Moscow», honorary diploma of the State Duma.

Served in the Soviet Army in 1972- 1974.
In 1974- 1991 worked in the Road Design, Survey and Research Institute GIPRODORNII on the positions of a Senior Engineer, Head of the Workgroup, Chief Project Engineer, Head of Engineering Department, Chief  Engineer of the Institute
In 1991-1992 held the post of Vice President of  Russian State Concern for Design, Construction, Repair and Maintenance of Highways “Rosavtodor
In 1992-2004 held the posts of the First Deputy of the Federal Highway Agency of the Ministry of Transport, Head of Department for Regulation and Development of Highway Department of the Ministry of Transport of the Russian Federation, Deputy Minister of Transport of the Russian Federation.
In 2004-2006 held the post of General Director of JSC GIPRODORNII.
Since 2007 till nowadays holds the post of President of Russian Association of Road Design and Research Organizations RODOS.

His career is connected with roads and transport construction. In 1999 he founded Research and Design Institute of Regional Development and Transportation which specializes on consulting services in the area of road and transport management.

Graduated from the Leningrad Institute of Mechanics as a Mechanical Engineer in 1972 and began his career as a junior research scientist at the State Institute of Applied Chemistry. After completing military service in the Soviet Army, he worked as an engineer and senior engineer at the Administration of the State Committee of the Council of Ministers of the USSR for Foreign Trade and was also head of department at the A. F. Yoffe Physics and Technical Institute of the Academy of Sciences of the USSR. Between 1985 and 1991, he was Second and then First Secretary of the USSR’s Permanent Representative Office at the United Nations. He was then Chairman of the Board at the International Centre for Business Cooperation before becoming head of the North-Western Federal District Inspectorate of the Senior Control Department of the President of the Russian Federation. In October 2000 - Deputy Minister of Transport and first Deputy Minister of Railways in February 2002. In October 2003, the Board of Russian Railways unanimously appointed Yakunin First Vice-President of the Company.
Vladimir Yakunin was appointed president of Russian Railways by the Government of the Russian Federation in June 2005.
