Born in 1959.
In 1985 - graduated from Leningrad Civil Engineering Institute holding the Order of the October Revolution and Order of the Red Banner of Labour; in 1994 - graduated from Russo-German Higher School of Management of the Academy of National Economy under the Government of the Russian Federation.
1976 – 1977 Apprentice at the electronics department of the Simferopol Factory of Cultural and Household Goods;
1979 - 1985 Study at the Leningrad Civil Engineering Institute;
1981 - 1989 Master, foreman, site manager, deputy production manager, chief engineer of Construction Office 40 of Leningrad Construction and Mounting Association Glavzapstroy;
1989 - 1989 Head of the Department of Capital Construction of Gorizont Centre of the Leningrad Regional Committee of the All-Union Leninist Young Communist League;
1989 - 1990 Construction industry production manager of Soyuz Youth Residential complex Centre;
1990 - 1990 Chief Engineer of Khronograf Science and Research Centre;
1990 - 1996 Master of the production department, Director of IPS Production and Commercial Firm LLC;
1996 - 2007 General Director of Neudorf-Strelna Agency LLC;
2007 - 2008 Advisor to the Committee Chair, Deputy Chair of the Committee for City Improvement and Highway Maintenance of the Government of St. Petersburg;
2008 Awarded first class rank – Class 3 State Advisor of St. Petersburg;
2008 - 2009 General Director of the Federal State Institution Russian Highways;
2009- 2011 First Deputy Chairman of the Management Board of State Company Russian Highways;
2011 – till present Chairman of the Management Board of State Company Russian Highways.
