On November 21, the 12th Transport of Russia International forum featured Business Breakfast of the Minister of Transport of the Russian Federation

The morning of the second business day of the 12th Transport of Russia International forum started with Business Breakfast “Backbone Infrastructure. Comprehensive Plan and Sources of Financing” where participants discussed the projects to be implemented within the framework of the Integrated Plan for Modernization and Expansion of Backbone Infrastructure, as well as their financing.

Moderator of the conversation Yevgeny Dietrich, Minister of Transport of the Russian Federation, and the invited speakers discussed sources of financing of the projects included in the Comprehensive Plan, as well as potential adjustments of laws on concessions and public-private partnerships (PPP). These adjustments are aimed at differentiation of concession and procurement procedures, mitigation of investment risks and stimulation of private bank activities.

Oleg Belozerov, CEO & Chairman of the Board, Russian Railways, presented financial plans of the company: “In total, we want to attract 8.7 trillion rubles for development of railway roads – it is the basic option. We also have an optimistic one that implies 1 trillion more”. Oleg Belozerov noted that attraction of additional investments is a prerequisite for further development of the company, that is why participation in joint projects is currently the major activity of RZD. “We are open and ready for all forms of cooperation”, he added.

Igor Shuvalov, Chairman of the Management Board, Vnesheconombank (VEB), expressed his views regarding various projects. Strategically, VEB plans to work only in the areas where several subjects will join the cooperation, “where the scale is possible to ensure”.

Oleg Pankratov, Head of Department of Financing of Infrastructure of VTB Capital, stated that today banks constitute the primary source of financing for transport infrastructure, therefore it is essential to pay attention on regulation of bank activities.
