VII International Congress “ERA-GLONASS” and IX International Congress ROAD TRAFFIC RUSSIA “Road traffic in the Russian Federation” took place at the platform of the Transport of Russia Forum

The second day of the 12th Transport of Russia International Forum and Exhibition, November 21, was highlighted by two major congresses: VII International Congress “ERA-GLONASS” sponsored and organized by GLONASS and IX International Congress ROAD TRAFFIC RUSSIA “Road traffic in the Russian Federation” organized by IPO ITMS and the Federal Road Agency.

The congress “ERA-GLONASS” featured plenary session “GLONASS in digital economy” and two roundtables – “Road traffic safety” and “New markets. International cooperation and regional projects”.

The congress Road Traffic Russia began with plenary session “Safe and quality roads”. Then followed discussions “Road safety: relevant focus” and “Increase of road network capacity”.

Organizers of both congresses outlined their mission and tasks, as well as the way that the latter can be solved with the help of digital technologies, and how interdepartmental interaction should be organized to enhance road safety.

At the plenary discussion “GLONASS in digital economy”, Ilya Akselrod, Deputy CEO for Business Development, GLONASS, presented the results of the work in 2015-2018 and announced further strategy and short-term prospects of the company development.

Currently, 2.8 million motor vehicles are connected to GLONASS system. In 2019, the company plans to increase this indicator almost twice and achieve the level of 5.2 million. Emergency accident response system received more than 2 million calls within the period between 2016 and 2018 and saved more than 660 lives. The number of casualties per accident decreased by 14%. “The primary objective has been accomplished, as well as the conversion of the company into self-sufficiency. We will generate first profits for the country this year”, Akselrod said.

GLONASS sets new goals: development and implementation of intelligent driver assistance systems with the use of ERA-GLONASS infrastructure, as well as development of Smart Mobility services on the basis of ERA-GLONASS. Another priority is development of international cooperation which involves plans to interact with foreign emergency response systems and creation of the same in member states of the Eurasian Economic Union. “We want Russian drivers to feel comfortable not only on the Russian roads, but on any other road as well”, I. Akselrod noted.

The goals, objectives and prospects of the national project “Safe and quality roads” were announced at a plenary session within the congress Road Traffic Russia. Heads of several Russian regions, including Andrey Bocharov, Governor of the Volgograd Region, Valery Radayev, Governor of the Saratov Region, and Andrey Travnikov, Governor of the Novosibirsk Region, presented their reports.

Implementation of the national project “Safe and quality roads” involves solving a number of tasks:

  • Identification of the road network sections to be brought in a specific normative condition;
  • Formation of road works programs;
  • Reduction of the traffic overload and elimination of traffic accident concentration areas.

Valery Radayev, Governor of the Saratov Region, declared that the regions are ready for the project. Improvement of traffic situation progresses actively and efficiently: “The Year of Roads has become a tipping point. Even in 2015, 90% of roads in the Saratov Region failed to comply with the regulations. We cooperated with the residents to solve this problem, selected socially important directions and repaired them. Currently, 64% of roads comply with the normative standards, and we plan to increase this figure to 85% by 2025”.

Andrey Bocharov, Governor of the Volgograd Region, spoke in a similar vein: “Interaction with Avtodor helped us to bring a significant portion of Volgograd roads in the appropriate condition... The problem of roads has been removed from the most urgent agenda.” According to him, the way to solve the remaining issues is to build a bypass highway, thus helping to unload existing roadways and re-distribute transport flow.

The Governor of the Volgograd Region, also proposed a pool of changes to Federal law No. 44-FZ dated April 5, 2013:

  • clause 5 of article 59 should be appended with the provisions that the customer is entitled to conduct pre-qualification selection of participants in the digital tender for purchase of goods, works, services;
  • ensure customers’ right to place a state or municipal order for construction, reconstruction, capital renovation or repair of highways with a total cost of over 150 million rubles by holding tenders.

During the second part of the congress, representatives of the regions shared their experience in traffic accident management, and Igor Astakhov, Deputy Head of the Federal Road Agency, indicated: “I believe that the total control is the most significant element to ensure safety”. He substantiated his opinion by comparing “loyal” Russian laws and “strict” foreign ones.

Mikhail Blinkin, Chairman of the Public Council of the Ministry of Transport of Russia, Director of the Institute of Transport Economics and Transport Policy of the Higher School of Economics, commented on the situation with toll highways: “Nowadays, an incredibly sophisticated way is applied to charge us for roads, and it exists out of touch with roads as such. He believes that the situation with road fares will change soon, and fees will be charged for actual mileage, rather than for specific sections of the road – “It is adequate to pay as much as you have actually traveled”.
