Then acquired an MBA from the Higher School of Economics in 2007. Konstantin served in the Soviet army from 1982 to 1986, completing a tour in Afghanistan and receiving the Medal for Battle Merit. Worked as director of North River Terminal and deputy general director at OAO Passenger Port from 1997 to 2000. From 2001 to 2010, worked in Saint Petersburg Administration structures, first as Deputy Director, then Director, overseeing work with major domestic and foreign investors of the Center for Work with Credit Banks; advisor to the Lieutenant Governor of Saint Petersburg; beginning in 2004, served in the Committee for Investments and Strategic Projects, first as Deputy Chair, then as First Deputy Chair of the Committee, and, from 2007 to 2010, served as Chair of the Committee for Transport and Transit Policy. Executive Director Association of Sea Commercial Ports of Russia Born in 1960. Graduated from the Odessa Institute of Marine Engineers in 1982 as a qualified Oil Engineer of Water Transport. In 1990, he was awarded the Candidate of Technical Sciences degree. He began his career in 1982 at the Leningrad Commercial Sea Port (later JSC Sea Port of St Petersburg), holding various positions in the company, including Head of the Economic Department, Director of Economics, Director of Operations and Executive Director, until 2003. From 2003 to 2005, he worked at the Russian Ministry of Transport, firstly as Head of the Department for the Regulation of the Production Activities of Sea Ports, and later as Deputy Director of State Policy on River and Sea Transport. In 2004, he was Head of the Department for State Policy on Rail, Sea and River Transport. Since 2005, he has been involved in the project to build and operate a sea passenger terminal in the Western part of Vasilyevsky Island in St Petersburg. His professional higher education was as follows: he graduated in Economics from the Interregional Institute in Management Studies; he then went on to study Economics and Business Management at the Gubkin Russian State University of Oil and Gas. He practised professional cycling from his school days, becoming an International Master of Sport. With the achievement of such good cycling results, Oleg Sienko was elected President of the Russian Cycling Federation in 2008. His work career began in 1988 in Irkutsk as an instructor with the Association of Youth Initiative Irkutsk for the Irkutsk City Committee of the Komsomol (VLKSM). From 1988 to April 2009, he held senior positions in the largest oil and gas companies, including heading the main export subdivision of the OAO Gazprom – Gazpromexport. In April 2009, he was appointed to the post of Chief Executive Officer of the Scientific Production Corporation UralVagonZavod. He was awarded the medal Order of Merit ‘For services to the Fatherland’ 2nd degree. |

Deputy Minister Transport of the Russian Federation Born in 1976. In 1998 he graduated from Far Eastern State Transport University with a major in Logistics and (Railway) Transport Management. From 1998 to 2002, he held management positions at railway transport enterprises. From 2002 to 2004, he was general director of OOO Dalneftetrans in Khabarovsk. From 2004 to 2006, he was general director of Far Eastern Transport Group in Khabarovsk. From 2006 to 2009, he was deputy director of the Department for State Policy in Railway Transport under the Ministry of Transport of the Russian Federation. From 2009, he served as deputy director of the Department of the Industry and Infrastructure under the Government of the Russian Federation. Under Order No. 2318-r of the Government of the Russian Federation dated 22 December 2011, he was appointed director of the Federal Railway Transport Agency. Now he is Deputy Minister of Transport of the Russian Federation. |
MARAT SHAIDAEV
Chairman of the Board of Directors Novorossiysk Commercial Sea Port Graduated from the Military Institute of the Ministry of Defence of the USSR. In 2007, he graduated from the Russian Presidential Academy of Public Administration, specialising in “State and municipal management”. Marat headed TransFlot from 2005 to 2009, where he was in charge of the Primorsk port management company in the Leningradskaya region, as well as overseeing the construction of an oil and oil product-handling terminal. In 2009-2011, he was in charge of the operational management of Summa Group. He has been first deputy CEO of NCSP since 2011 and chairman of the board of directors since 2012. |
VLADIMIR YAKUNIN
President Russian Railways Born in 1948. Graduated from the Leningrad Institute of Mechanics as a Mechanical Engineer in 1972 and began his career as a junior research scientist at the State Institute of Applied Chemistry. After completing military service in the Soviet Army, he worked as an engineer and senior engineer at the Administration of the State Committee of the Council of Ministers of the USSR for Foreign Trade and was also head of department at the A. F. Yoffe Physics and Technical Institute of the Academy of Sciences of the USSR. From 1985 through 1991 he was Second and then First Secretary of the USSR’s Permanent Representative Office at the United Nations. He was then Chairman of the Board at the International Centre for Business Cooperation before becoming head of the North-Western Federal District Inspectorate of the Senior Control Department of the President of the Russian Federation. Since October 2000 - Deputy Minister of Transport of the Russian Federation. Since February 2002 - First Deputy Minister of Railway Transport of the Russian Federation. Since October 2003, the Board of Russian Railways unanimously appointed Yakunin First Vice-President of the Company. Vladimir Yakunin was appointed president of Russian Railways by the Government of the Russian Federation in June 2005. |
