Avtodor Held a Roundtable Discussion at the Forum Transport of Russia.

On November 30, within the Tenth Anniversary International Forum and Exhibition Transport of Russia, State Company Avtodor organized a round table discussion Public Private Partnership (PPP) Market in the Road Industry: Challenges and Prospects.

According to experts, in the coming years, up to ten regional road investment projects that are under development now, can be financed through Platon system fees. Three projects have been selected by the Interagency Commission of the Russian Ministry of Transport. They are loop roads around Khabarovsk and Perm, a part of which will be a bridge over the River Chusovaya and a new bridge over the Ob River in Novosibirsk. Moreover, PPP road projects are now being actively prepared in Tatarstan, Bashkiria, Udmurtia, Vologda, Ryazan, Samara and Tyumen regions.

The representatives of investment companies look forward for new offers to appear on regional PPP markets in 2017-2018. State programme for financing the most promising projects with Platon system fees will contribute to it. Under the terms of the strategy approved by Russian Ministry of Transport, only the projects that have a high level of readiness for implementation and cost more than 1.5 billion rubles will be admitted to selection. At the same time, the volume of private investment attracted must be 15% or more.

Roman Starovoyt, Head of Rosavtodor, noted: “Today, the development of PPP projects in Russia is driven by the road sector. Over the past years, several major projects of federal and regional level were prepared and implemented”. According to Roman Starovoyt’s opinion, the most successful projects are bridge crossings over the Rivers Kama and Buy in the Udmurt Republic.

In 2017, federal road service is going to start preparations for a new investment project, North-Western Transport Loop around Kazan. In addition, Rosavtodor is considering the possibility to hold an open competition for the right to obtain the license for the creation of the system for automated dimensions and weights control on Russian federal highways next season. “Establishing an automated dimensions and weights control system with the attraction of private investment will allow to fulfill the tasks set by Russian leadership in the field of road protection and road coating useful life increase, even despite current budgetary constraints”, Roman Starovoyt said.
