Within the Framework of the Forum “Transport of Russia” a Breakfast Meeting with Minister of Transport of the Russian Federation Took Place

The 13th International Forum “Transport of Russia” started with a breakfast meeting with the Minister of Transport of the Russian Federation. The theme of the venue is the Development of Transport Infrastructure in the Regions of Russia. The talk moderator (the Minister of Transport of the Russian Federation Evgeny Ditrich) has discussed Russian transport sector achievements and prospects with the guests. Speeches were delivered by Heads of Russian regions, as well as by top managers of state and big private companies.

Within the venue the speakers have discussed the transport sector achievements of the last year as follows: investment amount in transport infrastructure has increased by more then 14 % and amounted to 2.4 trillion rubles, including 1.5 trillion rubles of extra-budgetary investments; toll road M11 has almost been completed and a newly built Saratov airport has been opened. According to Minister of Transport of the Russian Federation Evgeny Ditrich Russian Highways State Company (Avtodor) will put into operation 200 km of roads, including 189 km built with private capital involvement (about 50 billion rubles).

Evgeny Ditrich has also shared the following plans for the future: in 2019 a decision on implementation of a new route from Central Russia to Siberia has been made within the Ministry of Transport of the Russian Federation. The route shall be based on the road Moscow–Vladimir–Nizhny Novgorod–Cheboksary–Kazan which shall gradually become an exit from Russia to Qazaqstan through Samara and Orenburg Oblast.

As Deputy Finance Minister Andrey Ivanov was present the breakfast participants asked him questions on the new law on investment protection and encouragement. Andrey Ivanov assured his colleagues this law is designed to introduce new investment protection mechanisms without changing or canceling the previous ones. Moreover, the government official has highlighted the importance of the transport sector as a whole, supporting his words with the data on an unprecedented industry budget (trillion-based) and stated that none of the large investment projects is possible without a wisely build infrastructure at all. By the end of his speech Andrey Ivanov expressed the policy of the Ministry of Finance towards investors by a single phrase: “An investor shall be encouraged and protected”.

The following regional heads have delivered their speeches during the morning session: Governor of Perm Krai Maxim Reshetnikov, Head of the Udmurt Republic Aleksandr Brechalov, Governor of Novosibirsk Oblast Andrey Travnikov, President of Republic of Tatarstan Rustam Minnikhanov. The colleagues have shared their experience in transport sector development within their regions, sounded a common note of warning and described future projects: for example, Aleksandr Brechalov has told about his initiative on reconstruction of Izhevsk Airport that had no large-scale repairs done for over 30 years. Andrey Travnikov, in his turn, has told about the undergoing project on infrastructure improvement of Novosibirsk Tolmachevo; the project has already turned the local airport into a large transfer hub.

Representatives of large financial structures have also got the floor, for example, Chairman of the Board of Directors of AEON Roman Trotsenko, Deputy Chairman of the Management Board of PAO NOVATEK Eduard Gudkov, CEO of PJSC STLC Sergei Khramagin, Chairman of the Board of InfraONE Albert Yeganyan. The investors have agreed to cooperate with regional authorities and to invest into large-scale transport projects, and asked Deputy Finance Minister Andrey Ivanov to keep the investor protection instruments in force unchanged.

In conclusion of the breakfast meeting Evgeny Ditrich stated that further industry development needs stable and transparent operation conditions for both investors and contractors first of all.
