1. General provisions

1.1. Accreditation of media representatives for the "Transport Week 2019" that will take place on 16 - 21 November 2019 in the Gostiny Dvor Complex, Russia, Moscow (hereinafter referred to as the Event) is carried out in order to:

  • ensure extensive, free and prompt coverage of the Events in the media;
  • provide the conditions necessary for the media representatives to discharge their professional duties in preparing and disseminating complete and reliable information about the Event.

1.2. Accreditation of media representatives is carried out in accordance with the Law of the Russian Federation on Mass Media and these Rules to ensure successful and mutually beneficial cooperation, as well as to regulate the work of media representatives at the Event.
1.3. Media representative accreditation is mandatory for them to be able to work at all the platforms of the Event.
1.4. When performing their professional duties, media representatives are required to respect the rights and legitimate interests of the participants and staff of the Event and to observe generally accepted ethical norms.

2. Media accreditation

2.1. Media accreditation applications can be submitted by the media registered with the Federal Supervisory Service for Communications, Information Technology and Mass Media, as well as by foreign mass media, registered in accordance with the relevant national legislation and accredited to the Ministry of the Foreign Affairs of the Russian Federation.

3. Accreditation card (hereinafter referred to as “Press” pass/badge)

3.1. A “Press” pass/badge is issued to every journalist in person upon registration for the Event (at the Media Registration Counter); it certifies the journalist’s accreditation to the Event.
3.2. The “Press” pass/badge is valid for the entire period of the Event. No other accreditation cards and service certificates are valid at the Event.
3.2. The “Press” pass/badge is issued only upon compliance with the following conditions:

  • accreditation is confirmed in the Event database, and/or upon presentation of a printed invitation letter from the press service of the Event received by the media representative to the e-mail address stated in the accreditation application;
  • upon presentation of the ID.

3.3. The “Press” pass/badge does not entitle its holder to participate in Events that require separate invitations, other than press briefings and roundtables.
3.4. Media representatives are admitted to closed events attended by the President and members of the Government of the Russian Federation in accordance with a special procedure established by the appropriate division of the Executive Office of the President of the Russian Federation and the Federal Guard Service of the Russian Federation.
3.5. The “Press” pass/badge must be worn so that it is clearly visible whenever the journalist is on the Event’s premises.

4. Accreditation procedure

4.1. Media accreditation applications are submitted online by filling in an interactive form on the official website of the Event.
4.2 Accreditation applications are accepted strictly from October 26, 2019 to November 13, 2019. In case of delay, the Organizer does not guarantee accreditation.
4.3. All the fields of the accreditation form shall be completed; special attention should be paid to mandatory fields marked with an asterisk.
4.4. If a representative of foreign media is not accredited to the Ministry of Foreign Affairs of the Russian Federation, a letter should be sent to the Event press service in addition to the application. The letter should request accreditation of the journalist and should be on the media’s letterhead, signed by the media outlet’s director with an official seal affixed.
4.5. Accredited journalists are those who  have received a personal accreditation confirmation from the Organizers of the event. The confirmation is sent to the media representative three days prior to the Event by e-mail to the address specified in the accreditation form.

5. The number of accredited media representatives

5.1. Given the significant interest in the event demonstrated by the media and the limited infrastructural capacities of the Event venue, the number of media representatives who may participate in the Event is limited owing to the Organizers’ wish to ensure the most comfortable working conditions for media representatives and prompt access to all the necessary resources.
5.2. Accreditation quotas for media representatives:

  • for printed media – 2 persons (1 reporter, 1 photographer);
  • for information agencies ― 2 persons (1 reporter, 1 photographer);
  • for information portals ― 1 person (1 reporter);
  • for television companies ― up to 4 persons (1 reporter, 1 producer, 1 camera operator, 1 sound technician);
  • for radio companies ― 1 person (1 reporter).

5.3. The Organizers have the right to increase the quota pursuant to an official and duly substantiated request from a media outlet.
5.4. Decisions on accrediting a media outlet’s technical staff (host broadcaster’s representatives, MSS and OB vehicle personnel, accredited media drivers, etc.) are made on a case by case basis and only pursuant to an official request from the media outlet and upon completion of the accreditation form.
5.5. Decisions on accrediting social media representatives (such as bloggers) are made on a case by case basis and only pursuant to an official request and upon completion of the accreditation form.
5.6. Accreditation quota for representatives from government PR Departments is 1 person from organization.

6. Refusal of accreditation

6.1. The Event’s organizers have the right to refuse accreditation:

  • to persons who are not media representatives under article 2.1 of these Rules;
  • to representatives of media that specialize exclusively in advertising, reference publications or highly specialized subjects not related to the subject of the Event.

7. Rights and obligations of media representatives accredited to the Event

7.1. Media representatives accredited to the Event have the right to:

  • receive information on the Event (press releases, business agenda, list of participants, demonstration events, etc.);
  • receive information on the events from the Event Press Centre (presentations, signings, press conferences, briefings, roundtables, press points, etc.) in advance;
  • submit applications to the Event Press Centre for interviews with Event organizers and participants;
  • attend open events in the conference halls or in specially equipped rooms, excluding those cases when press admission is restricted for security reasons or the room capacity being inadequate;
  • use all the services specifically set up for journalists;
  • work at the Event Press Centre, use the Press Centre’s infrastructure (printers, computers, Internet access, etc.);
  • attend briefings, press conferences, roundtables, and other events specifically organized for the media by the Event Press Centre;

7.2. An accredited media representative undertakes the following obligations.

  • When using the official information and citing participants’ statements, media representatives must follow the Mention Policy section of the Media Memorandum, in particular, finished materials shall mention the name of the Event, as well as the organizers and co-organizers. No alterations, additions, or distortions are permitted in the copied (cited) information.
  • To fact-check the information received.
  • To satisfy the requests of persons providing information to mention its source.
  • When obtaining information from individuals and officials, media representatives must inform them that audio or video or camera recording is being conducted and photos are being taken.
  • When performing their professional duties, to present upon demand their media ID or other documents confirming the identity and powers of the journalist.
  • Not to use their professional capabilities to conceal information or falsify publicly significant information, spread rumours disguised as reliable information, to collect information to the advantage of third persons or an organization that is not a media outlet.
  • To suspend (stop) photography or videography at the request of representatives of the press centre and/or the Event security service.

8. Termination of accreditation

8.1. Accreditation may be terminated for the following reasons:

  • the journalist has been fired by the media outlet (in this case, the media outlet has the right to accredit another journalist after the “Press” pass has been returned; the decision is made on a case by case basis);
  • cessation of the work of the media outlet represented by the journalist;
  • the decision by media outlet’s director to relieve the journalist of the duty to cover the Event and/or replace him/her with another journalist (pursuant to official notification).

9. Revoking accreditation

9.1. A journalist’s accreditation may be revoked:

  • if he/she interferes with the course of the Event;
  • if he/she disseminates information that does not reflect the actual situation;
  • if he/she behaves inappropriately on the Event premises.
