Railway Construction Discussed during the Forum “Transport of Russia”

On November 19, during the Forum “Transport of Russia” an industry-specific conference dedicated to legal and financial regulation of railway construction in Russia has been carried out. Transport community representatives: the Federal Agency for Rail Transport (Roszheldor) and Union of Railway Constructors, acted as organizers.

The expert council turned out to be fairly diverse. Apart from representatives of OJSC Russian Railways and its subsidiaries (Ivan Grigorovich – CEO of JSC IC RZD-Invest, Andrei Makarov – Deputy CEO of OJSC Russian Railways, Oleg Toni – Deputy CEO, Head of the Development Centre and St. Petersburg Transport Hubs of OJSC Russian Railways) the conference has been participated by government leaders: Deputy Minister of Construction Industry, Housing and Utilities Sector of the Russian Federation Dmitry Volkov and Deputy Minister of Transport of the Russian Federation Vladimir Tokarev. An international business representative has also took part in the session: Partner, Head of project finance and infrastructure group of Ernst & Young in Russia and the CIS Dmitry Kovalev.

One of the most important topics discussed during the conference has been a legal and regulatory framework for construction estimate cost calculation. Representatives of government agencies in charge of the industry have assured the session participants this issue is being monitored at the highest level and presented a step-by-step improvement schedule with estimate cost calculation.

The conference participants mentioned low efficiency of the accepted practice for investment and construction projects implementation in railway transport section among the main issues of the industry. Nevertheless, Head of Analytical Center for the Government of the Russian Federation Vladislav Onishchenko has mentioned that the government provides railways with active support by concessionaire agreements.

Oleg Toni told about an important part of the capital transport complex, i.e. the Moscow Central Circle, and about the future Moscow Central Diameters to connect Moscow and Moscow Oblast transport systems into one. He informed that the MCD project proved to be highly successful and popular among people despite the initial concerns. According to Oleg Toni over 500 thousand citizens of the capital use the MCD per month, and before the end of 2019 the MCD employees plan to see the four hundred millionth passenger of the MCD. At present time 392 million passengers have used the MCD throughout its entire history. Alongside with that the MCD success is expected to excel these numbers.
