Transport Coordination Session of the CIS

The Coordinating Transport Meeting of the member states of the Commonwealth of Independent States (CIS CTM) was formed in 1991 on the basis of the decision of the Heads of the Governments of the Commonwealth of the Independent States, its members are the CIS states presented by Ministers of Transport.

CIS CTM is the observer in the European Conference of Ministers of Transport (ECMT), a Partner in sector dialogue of the Organization of the Black Sea Economic Cooperation (BSEC) and a member of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP).

CIS CTM provides for coordinated actions with a number of international organizations and associations, such as Shanghai Organization of Cooperation (SOC), Central Asian Cooperation Organization (CACO), Eurasian Economic Community (EurAsEC), International Union of motor transport (IRU), Interstate Aviation Committee (IAC), Intergovernmental Council of Road Builders and others.

CIS CTM comes out in the name of the representative of the consolidated interests of the CIS countries in the field of transport in the said international organizations.

Primary goal of the CIS CTM is the solution of a number of problems to form the common general transport space and to ensure effective functioning of the transport complexes of the CIS member states on the basis of the coordinated standards.

The important fields of the CIS CTM activity include participation in the international infrastructural projects, upgrading of trading & transport technologies, development of concepts and programs aimed at improvement of the organizational structure of sea, river and motor transport in cooperation with the other transport means, support of transit conditions of cargoes, environmental protection, safety of passengers transportations and cargoes safekeeping, introduction of modern information technologies in the transport sector.

CIS CTM pays special attention to the questions of perfection and coordination of the transport legislation in accordance with the international conventions and agreements.

The Coordinating Transport Meeting is headed by the Minister of Transport of the Russian Federation (on the constant basis) and by three Deputy Ministers chosen among the CTM members for three years.

At present CIS CTM is chaired by Minister of Transport of the Russian Federation I.E.Levitin.

Permanent working body of the CIS CTM is the Executive Committee of the CIS CTM.

Chairman of the Executive Committee is Mr. C.S. Izmaylov now.
